The Former President's Progressive Warning Overlooks Europe's True Threat: Technological Stagnation.

The recent US national security strategy presents a misguided assessment of Europe. The document asserts that open-border policies and so-called "woke" agendas represent an existential threat to European civilization. Yet, this argument rests on a fundamental misinterpretation of the situation. The true challenge facing the EU is not cultural but economic and technological lag.

The Stark Growth Divide Between Europe and the US

Statistics paint a sobering contrast. Between 2008 and 2023, American economic output surged by eighty-seven percent, compared to a mere thirteen and a half percent growth for the EU. Over this period, European income per person fell from over three-quarters to just 50% of the US level. Strikingly, even the poorest US state now has a greater average income than several leading European economies like France and Italy.

Currently, about 50% of the global 50 largest tech companies are US-based, while only four are from Europe.

The Innovation Shortfall: The Core Question

The growing disparity is driven by stronger productivity growth in the United States, largely due to breakthroughs and higher total factor productivity. The scene of world technology leadership is decidedly American. Over the past five decades, hundreds of American startups have grown into companies valued at more than ten billion dollars, versus only fourteen in Europe.

This disparity raises a pressing question: In the race for future industries like semiconductors, AI, and fusion energy, what is the EU positioned? Experts widely agree it is essentially a two-horse race involving the US and China, with European nations entering at a significant handicap.

Root Causes of the Continent's Innovation Gap

A number of key factors account for this innovation chasm.

  • Venture Capital: The US boasts a far deeper and agile system for funding startups. The EU has yet to establish a genuine unified investment market, a factor that caps the scale of emerging companies.
  • Bureaucratic Hurdles: Complex and divided regulation hamper European business. A US startup can launch a product under one set of laws to access a market of over 330 million. The European Union, despite a larger population size, is divided among 27 separate systems, creating huge internal barriers.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, business failure was historically met with stigma, whereas in the US, it is often considered a valuable lesson.
  • Military Investment: The US benefits from a tightly woven innovation pipeline linking defense and academia. Europe's long-term lack of spending in defense has weakened its capacity for pioneering research.

The Road Ahead: Reasons for Hopefulness

Despite these hurdles, there are reasons for hope. European leaders are increasingly aware of the severe threat and have started to propose substantial change. Notable reports on EU competitiveness and the single market point to the need for major changes.

With the right incentives and regulatory reforms, these assets might enable far greater levels of commercial innovation.

Europe still possesses significant strengths: skilled workforce, excellent schools and universities, and world-class labs. Alongside a large internal market and high savings rates, these foundations could unleash a new wave of venture creation.

Importantly, even if the EU does not become the leader in developing next-generation tech, it can still significantly boost economic output by implementing and tailoring innovations from elsewhere.

A Critical Juncture

The European Union now faces a critical crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, the continent's technological decline has been steady. But, if it fails to take decisive action to address its deep-seated problems, today's gradual weakening could give way to a sudden and irreversible decline in global economic relevance.
